What is the best software to draw anime? how about manga?

I have open canvas, sai, photoshop, mspaint (yes I can draw well in mspaint), corel painter. Please explain how. If possible, I want something that has different layers so I can trace. I think sai is unfinished so I'll leave it out. Some suggested to me that to use open canvas for drawing then photoshop for adding texts. I want to see other's comments please.
